BUDGET THEME & FOCUS
FINANCIAL YEAR 2026/2027
THE BUDGET THEME
TOGETHER ACHIEVING WAWASAN BRUNEI 2035 SUSTAINABLY
This theme has been set for the next five years (Financial Year 2026/2027 to Financial Year 2030/2031) as a critical phase that will determine the direction of the Nation in the final decade towards Wawasan Brunei 2035. Every investments and fiscal decisions made during this period will serve as the foundation and catalyst for development momentum, laying a strong groundwork to ensure that the Nation achieves the goals outlined under Wawasan Brunei 2035.
Accordingly, the Government must continue undertaking strategic investments that are transformative, innovative, and high-impact, with the objective of strengthening economic resilience, expanding the diversification of revenue sources, and ensuring inclusive and sustainable development. At the same time, emphasis on fiscal discipline remains crucial in controlling the growth of unproductive expenditure and ensuring that every allocation channelled delivers high value-added outcomes and is aligned with the intended results.
BUDGET FOCUS
Strengthening Fiscal Stability and Financial Governance
Strengthening the country’s fiscal position through a more sustainable policy framework, effective public financial governance, and transparent, performance-based expenditure management. This is essential to ensure that Government spending continues to contribute to the well-being of the people and the nation’s long-term development, without continuously compromising the fiscal position.
Empowering the economy through transformation and innovation
Strengthening the nation’s economic foundations through modernization, diversification, and innovation. In light of the economy’s continued reliance on the Oil and Gas sector, the Government has prioritized economic diversification as a national agenda, as outlined in the Brunei Darussalam Economic Blueprint. The implementation of this strategy requires focused attention on high-potential Non-Oil and Gas sectors such as logistics, tourism, halal industries, agriculture, and services, while also exploring new opportunities in the digital economy and green technology.
Ensuring Social Sustainability and Future Development
Emphasizing balanced and inclusive socio-economic development with the aim of building a resilient, prosperous, and inclusive society. In an increasingly complex global environment, the Government must ensure that national expenditure takes into account social protection, preparedness for demographic changes, and the need for sustainable basic infrastructure. This focus is essential to safeguard the well-being of the present generation without compromising the interests of future generations, in line with the principles of sustainable development and intergenerational equity.
